The Explorer keeps twice its own rating in reserve for startup spikes, 1,000W over a 500W continuous rating, against the Elite's 1.5x of 2,700W over 1,800W. Read that as a Jackery win and the ratio has done its job on you. A ratio only says how much headroom an inverter keeps above itself; the ceiling says how big a spike it can actually swallow. The Explorer's entire surge ceiling sits below the number the Elite holds all day long, and a motor at switch-on doesn't check the multiple.

10ms against 20ms: real, and mostly academic

The Elite hands over to battery in 10ms as a line-interactive unit; the Explorer takes 20ms in standby. Both are inside what a desktop, a router, a NAS or a CPAP rides through without noticing, so this doesn't sort them for ordinary household gear.
